Case Closed?

Greg Easterbrook has just published online a forthcoming working paper for the Brookings Institution called 'Case Closed: The Debate about Global Warming is Over'.  The paper is less concerned with the scientific aspects of warming, which it mostly takes for granted, than about the relatively practical, inexpensive and readily-available solutions to the problem.  These, for Easterbook, are 'market-driven' and 'innovative' solutions, which are the 'Big Thought' that's missing from the global warming debate'.  The idea is to create a profit incentive for controlling CO2 emissions, which at present, he argues, does not exist.  What is this? Tradeable permits.  Not exactly a new idea.  In fact, nothing about the paper is new, except for arguably its optimistic tone.
